Aero Club’s Advocacy and Involvement with SACAA in 2024
Throughout 2024, the Aero Club of South Africa (AeCSA) has remained actively engaged in advocacy work within the aviation industry, particularly in its interactions with the South African Civil Aviation Authority (SACAA). AeCSA participated in numerous committee meetings, providing input on regulatory matters that impact both general aviation and recreational sectors. Below is an overview of the key actions and achievements of the Aero Club during 2024:
Engagement on Regulatory Amendments
AeCSA has been consistently involved in discussions related to amendments to aviation regulations, particularly those affecting recreational aviation and non-type certified aircraft (NTCA). We raised concerns over proposals such as the validity of medical certifications, the use of instructors for radio telephony exams, and the requirement for small operators to employ separate safety and quality officers. We worked with stakeholders to ensure these proposals were amended or withdrawn to avoid unnecessary burdens on small aviation businesses.
Advocacy for Industry-Specific Concerns
AeCSA raised concerns about regulatory proposals, such as the mandatory overhaul of engines every 12 years and the introduction of ADS-B transponder requirements. We actively participated in workgroups and provided feedback on draft regulations, advocating for solutions that consider the impact on recreational aviation. We specifically pushed for reasonable solutions regarding ADS-B transponder implementation, addressing high costs and undefined airspace issues for smaller operators.
Safety and Liability Discussions
Safety has been a top priority for AeCSA in 2024. We addressed concerns regarding third-party liability insurance for visitors attending events organized by members and contributed to developing a risk assessment tool to improve aerodrome safety practices.
Support for Aircraft Builders
AeCSA has worked closely with aircraft builders to address challenges, particularly around registration numbers for aircraft under construction. We advocated for a flexible approach that allows temporary registration numbers during the build phase, alleviating financial strain on those constructing NTCA aircraft.
Involvement in Part 62 and Part 96 Rewrites
AeCSA played an instrumental role in discussions about the rewrite of Part 62 (pilot licensing and instructor ratings) and Part 96 (governing commercial operations). We provided feedback on instructor grading and re-certification processes, ensuring that regulations align with industry needs and accommodate various types of NTCA operations, including balloons and gliders.
Collaboration on New Initiatives
We supported the development of a Continuous Development Program for pilots and instructors, aimed at improving safety and skills. AeCSA worked with SACAA to ensure that the program reflects the diverse needs of all aviation sectors, including recreational and general aviation.
Response to National Safety and Environmental Concerns
AeCSA has been proactive in addressing safety concerns, including rising accident rates in recreational aviation. We proposed that the CAA, AeCSA, and other stakeholders work together to create a comprehensive safety management system. Additionally, we participated in discussions regarding overflight of protected areas and height restrictions, ensuring that general aviation’s interests were considered.
Partnership with Industry Stakeholders
AeCSA has maintained strong relationships with various industry stakeholders, including CAASA, ATNS, and DFFE. These partnerships have enabled us to raise concerns, propose solutions, and ensure recreational aviation is adequately represented in regulatory discussions.
